TEXAMERICAS CENTER SELECTS ECOSTRAT FOR USDAFUNDED BOONE-COPELAND SITE ASSESSMENT CONSULTING ENGAGEMENT WILL ASSESS SITE READINESS FOR BIOBASED INDUSTRY INVESTMENT TEXARKANA, USA

Texarkana, USA – TexAmericas Center, which owns and operates the 5th ranked industrial park and is one of the largest advanced manufacturing, logistics and rail-served industrial parks in the United States, announced it has officially selected EcoStrat, Inc. to lead the next phase of its USDA-funded business development initiative, beginning with an infrastructure assessment tied to the Boone-Copeland site located on TexAmericas Center’s 9000-acre East Campus. The engagement advances the Rural Business Development Grant (RBDG), work TexAmericas Center announced earlier this year and moves the project from award into execution.
EcoStrat will produce a Biofuel Development Opportunity Rating Report for the Texarkana MSA, Bowie County market. The work will assess the region’s biomass resources, infrastructure, and market position for future investment in biofuels, renewable chemicals, biogas, biomaterials, and other biobased manufacturing. TexAmericas Center selected the Boone-Copeland site as the initial focus because of its scale, existing due diligence and entitlements, and rail potential.
The Boone-Copeland assessment will build on existing site-readiness work and give TexAmericas Center a more focused tool for business recruitment. With greenfield scale, rail and roadway access, heavy industrial zoning, utility access, and low environmental risk, the site gives TexAmericas Center a strong base to evaluate how the broader East Campus and the overall Texarkana market may compete for biobased investment.
“This is the step that puts the USDA award into action,” said Eric Voyles, Executive Vice President & Chief Economic Development Officer of TexAmericas Center. “EcoStrat’s expertise will help us better understand how the Boone-Copeland site can compete and how to position TexAmericas Center and the Texarkana region for future growth in this targeted industry.”
Under EcoStrat’s scope, the project will evaluate up to 21 infrastructure indicators within a 25-mile zone, up to 54 biomass supply and supply chain indicators within a 75-mile zone, and up to 9 competition indicators within a 150-mile zone. The goal is to show how the Boone-Copeland site and broader area stacks up for biobased industry projects and where additional work or investment may still be needed.
The assessment will help show whether the region can support long-term feedstock demand, where infrastructure is strong, and what still needs to be addressed. EcoStrat will also provide progress updates and final documentation.
If the findings are favorable, the work could result in a Biofuel Development Opportunity Rating valid for two years and give TexAmericas Center and other regional economic development organizations a stronger tool to recruit projects in sustainable aviation fuel, renewable diesel, biodiesel, renewable natural gas, and other advanced biofuels.
